Meeting Minutes from January 14, 2014

Meeting was held at Christian Family Baptist Church and was called to order at 7:30 PM by President Tracy Pickering

Minutes from Nov. 12, 2013 meeting were read and approved.

Treasurer’s report was read and approved.

Old Business

Water Rate Hike:  We have 111 signatures on the petitions against the water rate hike and combined with 102 email protests and 152 signatures from Country Bend we have a total of 365 which is more than the required 323.  Petitions will be mailed to TCEQ tomorrow.  When a hearing is scheduled, Linda will let everyone know.

Deed Restrictions:  12153 Poinciana – The county sent them a letter Dec 23, 2013 to remove everything. They will follow-up on  Jan, 23. 2014 and if still not in compliance, the county will refer the matter to the courts.

Potranco Rd. Expansion  Utilities still being moved.  Road construction probably won’t start until summer 2014.  Discussion about the damaged entrance sign.  It was decided to check into cutting the damaged part off and sealing the remaining bricks.  Albert & Richard will check into this.

Speed Bumps:  Application denied due to lack of curbed street (Silver Maple) but Mr. Franz is willing to work with us to see if anything else can be done.  He suggested school children signs at the corners where children are picked up and asking the Sheriff’s dept to patrol for speeders.  He will also check into more speed limit signs as Coolcrest is now a cut through for cars from Amhurst. Suggestion made to ask for stop signs at Bois D’Arc and Eucalyptus.  Linda will pursue with the county.

Stop Sign @ Grapevine & Yellow Birch:  Sharon said that it is still a problem.  Linda will mention this to Mr. Franz.

New Business

Food Bank:  The Food Bank will distribute food at Christian Family Baptist Church on Feb 14, 2014 from 2:30 – 4:00 PM.  They hope to do this 4 times a year.  People needing food must contact Pastor Rob at 210-663-2249 or cfbc@satx.rr.com by Feb 10 to be put on the list.  Pastor Rob would like some volunteers from Coolcrest to help that day.  Linda will send an email.

Flea Market:  We will wait until the March meeting to see how the construction is going at Potranco Automotive.

7 Certificates of Deposit are coming up for renewal.  It was decided to move them to a 13 month promotional term with a 1.10% APY rate.

Election of 2014 Officers

Nominations were taken and votes cast by a show of hands.  The results were  President: Richard Garza 14 votes and Tracy Pickering 1 vote.

Vice President: Albert Siller 14 votes and Tracy Pickering 1 vote

Secretary:  Linda Patillo unopposed

Treasurer:  B.F.(Frank)  Partee unopposed

Sgt. at Arms:  Eldon Rhodes unopposed

Open Forum

Mr. Isennock asked if we were still pursing action against the apartments at 12315 Bois D’Arc.  Mrs. Aguirre, a neighbor to this property, mentioned several issues that she has had with this owner.  As our current attorney has failed to respond to us regarding this matter, it was decided that Linda would send Mr. Weber a termination of contract and then the POA board will contact Allen, Stein & Durbin to discuss this issue.

The next meeting will be moved to March 18, 2014 as the second Tuesday is during Spring Break and people are out of town.

Old Business

Water Rate Hike:  It was decided that we would protest the water rate hike.  This will be done by email, posting on bulletin board, and petition signing event.

Deed Restrictions:

12115 Manzanita- Plans approved

12153 Poinciana- No new action taken by the court yet.

12049 Grapevine- Linda to follow up on this with the county

Potranco Rd. Expansion:  Delayed again to sometime during 1st qtr 2014

Speed Bumps:  Request prepared.  Tracy to check to see if sent.

Stop Sign @ Grapevine & Yellow Birch:  Linda sent email to Officer Martinez.  Tracy to check with Sharon to see if it is still a problem.

Old Plating Business:  TCEQ to test wells & soil by Jan 31, 2014 and remove contaminated soil by Mar. 2014.

New Business

Community Family Bible Food Drive:  Pastor Rob has asked for our help distributing food from the Food Bank starting sometime next year.  We will get the word out for volunteers.

Possible Meeting Location Change:  Tracy to talk with Pastor Rob about meeting at his church.

Open Forum

XMAS Lights & Litter Pickup: November 30 at 9:00 AM

Election of 2014 Officers:  will be held at our next meeting January 14, 2014

Meeting was held at Tink A Tako and was called to order at 7:29 PM by President Tracy Pickering.

Minutes from meeting July 9, 2013 were read and approved.

Old Business

Water:  Letters have been received with a proposed water rate hike to be effective Jan. 1, 2014.  Linda to check with Country Bend POA to see if they plan to fight.

Gravel Trucks:  No update yet.

New Attorney:  Richard has talked with another attorney & received a contract for us to consider.  The Board will discuss later.

Deed Restrictions:  12115 Manzanita – Mr. Cortez stated that he will have drawings to Linda by Sept. 12, 2013

12129 Manzanita – Ms. Saucedo was not present with her plans.

12270 Grapevine – New owner contacted by the county and lot has been cleaned up.

12153 Poinciana – New address was given to the court and the county asked that the case be placed on first available docket.

Potranco Rd. Expansion – Phase I – Now scheduled to start Jan 1, 2014

New Business:

Old Plating Company – Lot cleared and State will now test the soil and water for contaminants.

October 5 Flea Market – Volunteers solicited:  Tracy & Sharon 6-8 AM, Richard 8-10 AM, the Gillilands 10-12, and Betty 12-2 PM.  Frank Partee may try selling tacos and drinks again.  We will now require a $10 deposit to ensure that vendors pick up and remove all their trash.  If they do, deposit will be returned.

Open Forum:

Brush –  There is a pile of brush on the front easement at 12049 Grapevine that is getting bigger and blocking view from intersection.  Linda to report it to the county.

Speed Bumps – Linda to check into getting speed bumps on Silver Maple.

Stop Sign – Sharon reported that cars are still running the stop sign at Grapevine & Yellow Birch.  Linda to report it to Officer Martinez.

Meeting Minutes from July 9, 2013

Meeting was held at Tink A Tako and was called to order at 7:35 PM by Vice President  Albert Siller.

Minutes from meeting May 14, 2013 were read and approved.

Treasurer’s report was read and approved.

Old Business

Water:  Legislation for the transfer of rate making oversight for water increases to PUC was passed.

Deed Restriction Violations:  Owners of 12153 Poinciana & 12270 Grapevine had court dates of May 15, 2013 regarding the clean up of their property.  Neither party showed.  The county has not heard yet what will be done.  I will continue to follow up.

Gravel Trucks:  Need no thru traffic signs for trucks with certain weight restrictions.  Albert to check into this further.

New Business:

Deed Restriction Letters Sent:

12115 Manzanita  Plans for buildings in back were not submitted for board approval per Deed Restriction #5.  Mr. Cortez was present and will provide plans for storage building & house addition by the next meeting (Sept 10, 2013).  The additional cars present in his yard belong to a friend and will be gone by November, 2013.

12129 Manzanita Plans for this building were not submitted for board approval per Deed Restriction #5.  Ms. Saucedo was present.  This is a storage building with guest quarters upstairs.  They are in the process of arranging to move a wood frame house from property on Grosenbacher to this lot and will then stucco it.  Richard explained deed restrictions to her in Spanish.  She will provide plans at next mtg.

New Attorney:  Richard secured the name of a law firm, Allen, Stein & Durbin that handles POAs and will contact them to secure information so decision can be made whether or not to hire them.

Potranco Rd Expansion – Phase I Has been delayed until Nov, 2013

Flea Market Sept 7, 2013:  Solicited volunteers for Flea Market.  Linda & Albert 5-8, Eldon 8-10, Frank 10-12 and Betty 12-2.

Open Forum:  Nothing raised.

Committee Reports:
Water: Legislation for the transfer of rate making oversight from TCEQ to PUC looks like it will make it.
Deed Restrictions:  Court date has been set for May 15, 2013 at 9 AM, Justice of the Peace Precinct 2 for the properties at 12153 Poinciana & 12270 Grapevine

Old Business:
Light at Tallowood & Silver Maple will be quite costly and it was decided to table it at this time.

New Business:
Flea Market will be held June 1.  Linda & Albert will work 5 – 8, Eldon & Richard 8 – 10, Barry & Rachel Gilliland 10 – 12, Tracy & Betty 12 – 2.

Open Forum:
Complaint voiced by Mr. & Mrs. Minchew that the building built behind the house at 12115 Manzanita is possibly apartments as there are at least 8 cars there every night.  Albert will check this out.

Large gravel trucks are cutting through the subdivision from Grosenbacher to Potranco.  Tracy to check to see who we can complain to.

Plans for a workshop in the backyard of 12206 White Birch were submitted by Mr. John Thomas.  They were approved.

Meeting Minutes from March 12, 2013

Meeting was held at Tink A Tako and was called to order at 7:34 PM by Pres. Tracy Pickering.

Treasurer’s report was read and approved. A checking account at Security Service has been opened.

Committee Reports:
Deed Restrictions:
Letter received from property at 12115 Poinciana stating that the house will be completed by April 1, 2013 unless delayed by weather. The court referred cases for the properties at 12270 Grapevine & 12153 Poinciana to Justice of the Peace Court #2 the end of January but no court dates yet.
Water: Emails were sent to Representative Cortez and Senator Uresti on Jan 10, 2013 in regards to the water legislation. No current news on status of the legislation.

Old Business:
Entry Sign: If it needs to come down we will be given plenty of notice to do it ourselves. Project has been delayed to Aug 2013 for Phase I with Phase II a year later. Nothing to be done at this time.
Community Trash Collection: A lot is involved with getting this and the POA would be responsible for everything for the entire time dumpsters are here.
Sewer Line Cost: Cost for one side of Tallowood was $250,000.00
Flea Market Dates: Dates has been confirmed with Rudy. Apr 6, May 4, Jun 1, Sep 7 and Oct 5. Volunteers were Linda, Eldon, Betty, Richard, Sharron and Albert.

New Business:
Southwest Water Company: They have some utility-funded assistance programs with information on their website.

Speaker Rob Johnson, Pastor, Christian Family Baptist Church: Thanked the POA for past support of church efforts. Mar 16 will be a Yard Sale with proceeds going to their Benevolent Fund. A senior track/football/soccer field to be completed in June/July with free use to the community. BBQ sold @ Bullet Hole during CHL classes and Food Bank distribution being set up & they will need volunteers.

Open Forum:
Frank suggested a light at corner of Tallowood & Silver Maple to throw light on the Bulletin Board. Tracy will check into it.
Sharon asked about sending rules on Animal control out on our mailing list & post on website. She will send to Linda.
